Idle speed control motor does act as fast idle on cold starts. Idle speed control motor is located on Throttle body. Common problem for low Idle and low rpm on cold starts, Throttle body and Idle Air control get full of carbon reducing performance. Removing throttle body from intake manifold and removing Idle speed control motor from Throttle body and cleaning all passages and Throttle blade restores Idle speed control.

It is located on the back of the throttle body and is held on by two small torque screws, it also has an electrical connector that goes to it as well.
