2003 Ford Ranger

Question: I took my for ranger to a ford dealeraship when the check engine light was lit .

They ran the test and told me that the computer was reporting excess moisture inb the fueld tank. They attributed it to a no poor fitting fuel cap. It would cost
$24 and schange to replace. In the end it cost me $124 because they assessed a computer assessment charge of $100 and described it as labor. Is this right

    Scantools are expensive and shops need to recoup the cost of the tool. Many shops in our area charge more for initial diagnostic charges. Codes are retrieved from the computer of your car, the codes stored are investigated and the problem repaired and code erased.

    It appears on the internet that a loose gas cap is a faily common cause of a service engine light. In retrospect wouldn't it have been more appropriate to have the mechanic check the more obvious causes first? It seems that the automatic use of this electronic diagnosis is fraudulent if the enecdotal evidences would lead a knowledgeable mechanci to check the gas cap first. Whadya think?
