2000 Volkswagen Jetta Question: I have a loss of power and a whining noise, what is wrong?

I have taken my car to several shops and no one can figure out the problem. I have also experienced gear slipage twice since this all started along with power loss and whining noise. Someone is now telling me I need to replace the timing chain and system, could this be a transmission issue?

It very well could be a transmission issue. We would recommend running codes and spending some time diagnosing the exact problem.

The codes have been scanned 4 times now and nothing shows, would a transmission issue pull a code?
