I have a clogged cadilac converter on 1993 Buick Regal

when I DRIVE can a clooged cadilac converter send exhaust back to the engine in send smoke though the vent

A clogged catalytic converter always causes performance issues. Think of the motor as a giant air pump, if the exhaust is clogged you can not add more air. If the clog is severe (high back presure) the engine will not start, or if already running and then you reach that level of back presure the engine will stall. Smoking through your PCV system usually means PCV inop or too much blow by, bad rings.
