When I am presented with this problem I raise the vehicle on my lift, locate the plugged drain [usually a short rubber tube exiting the firewall] and wiggle the drain, or vac. the drain, or gently apply compressed air across the drain tip. Doing this usually clears the drain and a lot of water comes rushing out. Most easily checked during routine oil change.
