    get a scanner to relearn

    The 1999 doesn't have a relearn. Your going to have to do more testing to find out what is going on. Are there any codes setting? How long does it take to restart when it dies? What are you missing when it dies? (Fuel pressure? Spark? Injector pulse? Some combination of them?)

    Do you have access to a professional scanner? Snap-on Modis will do just fine.
