tried a clamp and pliers but it will not press in. How does it close in so the new pads will fit back over the rotor.

I guess you are working on the rear brakes, which requires a special tool to set the pistons. It's a "press and turn" tool, you can buy it at most parts store. The alignment of the pistons are also important. Better to get a repair manual and follow the instructions.
