How much should it cost to repair or replace the driver seat mount bracket? on 2006 Nissan Murano

The bottom of the driver seat is loose.

it may just be loose bolts approx 1 hr labor in your area

I went to a Nissan dealer service department and they told me that a corner of the mounting bracket under the seat was broken and that they could repair it for $1400, parts and labor (!). I can't afford that. In spite of many complaints about this to the NHTB, Nissan refuses to issue a recall. Is there an alternative? Can it be repaired by removing the seat and welding the broken part of the bracket?
