How hard is it to drop the gas tank to repair an emission control problem? on 1999 Lexus GS300

The service shop I took my car to after it failed emissions due to some thing to do with the gas cap and the tank itself, says they need to drop the tank to get to the top where the parts are that need to be inspected. They say they have to drop the majority of the rear end to get the tank out. They $600 just to drop the tank. Is that accurate? The machine repair tech where I work says that is crazy, car manufacturers do not build cars with gas tanks that inaccessable since it is a system that needs repair often.
