Took my car to local mechanic as it was low on power steering fluid, about every week he would have to add fluid; now he is telling me it might be the rack & pinion but he doesn't know for sure.

Techniciancheck the rack for leaks - if you need to add fluid every week you either have a bad hose - pump - or rack. look for the leak and you will find your problem.
