Start by checking the diagnostic trouble codes (DTCs), check fuel pressure and spark to engine. There are many possibilities and this is a complex system that requires old methods (fuel and spark check) and new methods (DTCs).
Knowing these cars as I do, they also have a special programmed key to start the car with a microchip in it. The system is called the immobilizer. First try another key, then if it still acts up, I would get a Volvo shop to perform the diagnosis. This requires special tools and knowledge to diagnose and repair.
    Good luck
