Where are the attaching bolts? Does the seat have to be removed? The buckle will not hold the belt when it is inserted. There is no clicking sound, which usually occurs when the belt is inserted and locked. It DOES NOT LOCK.

remove seat to gain access to bolts or poss under car thru floor board there are bolts with plastic plugs over them. coulb be either one

First try washing it out with WD-40, a bunch of it, use rags to catch excess, while working latch at the same time. Worth a shot!
