 Rookie

The backs of my front seats have a plastic panel covered with fabric. The fabric and pocket are coming off and I'd like to take the panel off to recover them. I've tried pulling it off, pushing it up/down but can't get it to budge. I don't want to break anything so I'm wondering how I can get them off.
