The housing must have a crack in it. I suggest trying to find and fix the crack, or get a used one from a wrecking yard.

We did this to a few headlights.(remove headlamp first)We used a smoke machine to put smoke in the headlamp where the bulb goes in to,to find the leak. Then sealed it with silicone.Blow out moisture with air and then put tissue paper in lens to remove some more moisture. Added some white rice and it works most of the time.

Rice absorbs moisture. Some people put it in there salt shakers to keep it from turning into to rock salt.

No smoke machine? Get someone that smokes and have them blow into lamp.If the crack/seam leak is big enough you should be able to find the leak :)
