On car that have controls on the steering wheel its self that fail or the airbag light also comes on it is likely that the flexible cable that brings power and grounds to the steering wheel itself form the steering column fails. I am not familiar enough wit the Taurus to know if it is a common failure with this car. There is a 15 amp fuse in the main fuse box that protects the horn circuit.
