1998 Ford Escort Question: Horn pad is faulty

I need to replace my horn pad. It is in the stuck position. In other words when the fuse is in, the HORN BLOWS. I know it is dangerous because the air bag is beneath the horn pad however, instructions in the manual at Pep Boys says all you have to do is turn the car off and disconnect the black side of the battery. The problem I have is how do you loosen the hardware that looks to be riveted in place ?

    You do not need to removed the rivets, simply open carefully the latches that hold the center pad in place over the airbag. Once you have done this, you will be able to
    have access to the air bag and horn pad. The cover still be hold in place at the botton because of the rivets, but there still plenty of room to work, just flip the plastic cover toward the bottom. Then remove the two screws that keep the small plate that hold the horn pad wires, you will a torx screw driver.
