Question: horn and cruise control doesn't work

Checked all the fuses, my horn and cruise control doesn't work. Fuses are fine, everything looks ok but the pad on the steering wheel feels loose or not quite in place. Anyone have any ideas. How would I get the pad off to fix what I need to.

    If you had work done on your break booster the mech didn't reconnect the cluster right next to it. Look under the hood around the booster to see if something is unplugged and if it is just connect it.
