If you are lucky the cable may have come undone or broken at the handle end under the dash. You may need to do some disassemble but if you can get at the inner cable and pull on it with a vise grips you will be able to open the hood and replace the cable. If the cable is broken or undone under the hood it is more complex to open the hood and a repair shop will have to try to open the hood for you.
