IS THE THERMOSTAT OPENING? AFTER CAR IS WARM CK TO MAKE SURE BOTH RADIATOR HOSES ARE ABOUT THE SAME TEMP. THIS WILL TELL US IF ITS THERMOSTAT OR POSS BLOCKAGE IN COOLING SYSTEM LIKE POSS RADIATOR

if all is ok that you say there has to be a blockage in the radiator, pull it out and have it flow tested. you can ck it yourself by blocking the lower hose outlet and filling the rad full of water after it is full remove the plug from lower outlet and se how fats the water comes out. it should drain very rapidly.
