high idle on 1996 Toyota Tacoma

When coming to a stop, the idle dosn't drop to normal till I tap the throttle. could the pvc valve have anything to do with it.

PCV valve could give a vacuum leak which would cause a raised idle but there would be a "lean condition" code (Check Engine Light would be on/will come on). Check for a frayed or sticking acceleration cable, Check for a low coolant level it could cause a surging idle, after that the idle control needs to be checked.
