This is an Electro. Visco. Fan Clutch with voltage going to it!! It is very possible the fan clutch is indeed your problem!! Unhook the connector that supplies the coupler to see if fuse still blows. Is the Check Engine light on????

Any work done on the front of vehicle lately? Any codes in the computer? There should be trouble code(s) in memory IF the radiator cooling fan clutch is failing. Electronically controlled fan clutch on this engine!!

If it's a 'mechanical fan-with a fan clutch' , then the fuse you are blowing is for a DIFFERENT fan.......perhaps interior blower motor?.........A/C condensor fan(maybe mounted between grill & rad/cond)? OR as the ever reliable pushrod stated ........my info could be WRONG...........sorry...:)
