recently replaced the heater blower in my explorer but now the fan only works on high, can anyone help me as to what else could be wrong.

for a while it sounded like there was an air horn going off now months later its idle is jumping up about 200-400 rpm when i turn on the heater which only works on the high setting.
My heater doesn't warm up but the blower works. There's is a clicking noise whenever I turn on the heater. What's the problem and how do I fix the problem?
