Heater blower sounds like a idling jet engine when blower is turned on. Heater still works. Also there is constant fast past ticking sound in the engine when the blower is turned on. Defrost works minimally as does the ouput to the foot area. Had some work done on coolant system last year. Output from vents haven't been the same since. What could this be?

There is a possibility of fan motor bushing failure or debris in the heater box. There is a possibility that the blend door system is also restricted from debris. Another thing to consider regarding the discharge from the vents is the system requires engine vacuum for some operations and possibly blend door motors not working correctly. Good luck hope this helps.
Sounds like there is something loose, rattles? It's loud and obnoxious when heater fan is on.
