Heater blower fan won't turn on on 1998 Dodge Intrepid

I have a 98 Intrepid 3.2ES and the blower fan just stopped working. There was no indication of a problem, one day it worked fine, the next day the fan would not turn on. I had the interior fuse replaced and that didn't help. Does anybody know what can be causing this problem and how to fix it? Thanks.

Fuse #23 is the power supply for the blower motor control module. The body control module also supplies an input to the blower motor control module. The blower motor has two wire going to it, dark green and black disconnect the electrical connection at the motor and supply a fused power and ground directly to the motor and see if it operates.
