Is your vehicle equipped with Dual Zone Temp Controls? (separate Driver/Passenger Temperature Control) You do not mention what mode the system is in, ie; heat, defrost, vent etc. If air is blowing out of all dash vents with the exception of the temperature, the problem is likely due to the "Blend Air: doors in the Heater Housing. Same is applicable for the Floor Vents. If heater floor outlet temperature cannot be adjusted with the heater-A/C control temperature control, one of the following could require service: Blend-air door binding, Faulty blend-air door motor, Improper engine coolant temperature, Faulty heater-A/C control. A dealership can also connect a diagnostic tool DRB3 and perform a system check of actuator operation and perform a simple calibration procedure to Isolate the problem.
