I'm being told by the Lexas dealer that the head lights can not be adjusted. They are at present too low. So is this so that I can not adjust these lights?

The head lights can be adjusted. Have they checked the head light alignment? You may also need to use "plastic headlight cleaner" on the headlamp "glass" as the oxidize over time dulling the light. A company named Meguires make a good cleaner.

I have a 2004 they have two level controls which control each head light independantly if both lights stay low it will likley be the level switches. I had the same problem they replaced both switches at a lexus dealer under warranty. It was good for a year they still seem to work but i cannot get the indicator light out on the dash. May be if i can find the front one??
