Is the cable still present at the dash? If so, grab onto it with some pliers and pull. If not, there are ways to sneak behind and release a cable to get it done, but it's nothing we can really explain in this forum. Trial and error with persistance will get the hood open.

Sounds as if your hood cable has broken. If you look under the dash near the release handle you may be able to see the cable end. If this is visible and appears to be in good condition look at the handle. If the hole for attaching the cable to the handle is torn then you may only need a cable. To open the hood if the cable is visible grab onto the end with a good pliers set like vise grips. Then pull the cable. The hood should open. Remember the cable is probably the most expensive part in this system, if the cable is good try not to damage it with the vise grips and you may be able to install a new handle. If the cable is broken at the latch under the hood opening it is more challenging.
