Has the timing belt been replaced on 2005 Kia Sportage

Is there any way to tell if the belt has been replaced? I bought the car from a dealer with 70K on it and it seems to be well maintained but the TB repl wasn't done at the dealer, previous owner had most work done at a private shop. I know that I would pay for labor for an inspection.

If there is no documentation in the owners manual booklet or the vehicle repair records, it will take a visual inspection. There is a timing belt cover that will need to be removed and the belt inspected. In the end this may be a judgment call, and you will always want to err on the side of replacing the belt, since a broken belt will damage the engine badly.
