Hard to get started when cold on 1996 Cadillac Eldorado

Seem to start fine after warm from driving. Turns over 15 to 25 times in morning, and after work. Have had fuel pump replaced, but this problem remains

I'd check spark and fuel pressure. Install a test gauge on the engine and shut it down, let it sit overnight and see how quick the fuel pressure comes up the next day. Should be nearly instantaneous, on turning the key to ON. Pressure should be present when cranking, also.

that answer sounds good to me. i would do one thing though, when you get in to start car cold, turn ign. to "on" position, not cranking engine. let sit there for maybe 20-30 seconds and then turn over. if it starts that pretty much says you are having the fuel delivery problem. taking too much time to get fuel to front...
