groaning noise on 2000 Toyota Camry

every time I turn my steering wheel left or right I hear a groaning noise.

Inspection of your power system for proper fluid level should be performed. Fluid level could be low causing noise. If fluid low inspection for leaks should be performed.

The noise is within the passenger compartment and comes from the steering wheel near the tilt lever, sounds like a child whining. This ouccurs when making left or right turns. I removed the upper shield and loosened the lower shield of the steering wheel and sprayed with WD 40, the whining is going on. JRH 5/27/2011
