2000 Toyota Camry Question: groaning noise

every time I turn my steering wheel left or right I hear a groaning noise. -

Inspection of your power system for proper fluid level should be performed. Fluid level could be low causing noise. If fluid low inspection for leaks should be performed. -

The noise is within the passenger compartment and comes from the steering wheel near the tilt lever, sounds like a child whining. This ouccurs when making left or right turns. I removed the upper shield and loosened the lower shield of the steering wheel and sprayed with WD 40, the whining is going on. JRH 5/27/2011 -
