Grinding noise when starting the engine on 2002 Chevrolet Tahoe

It sounds like something is grinding right before the engine starts and stops as soon as I move the key to original position. I was told it could be the starter. Does that sound right?

Could be the starter. Might also be the ignition switch not returning into the right position keeping the starter engaged longer

Above happens when cold usually. Dealer can not diagnose problem. Check engine light comes on. It is reset by dealer and they say there was bad fuel. It continues.
