What in the world are you talking about! With a fuel pressure gage on the the Jeep, what is the fuel pressure when you turn the key on? What happens when you turn the key off? What is the pressure readinds at the rail port connection? Are all these parts new. Where did you buy them?

With the key on it averaged about 30 but when i turn the key on it would go up then drop right back down instantly. When i manage to get it running it holds it but when im driving it will randomly die or even if i let it idle it dies randomly. bought the parts from autozone. As soon as i turn they jeep off it automatically drops the pressure again

I know what parts you have put on the Jeep, but remember new doesn't always mean good. You didn't tell me what running pressure was or what kind of volume you are getting. From what you have told me your residual pressure is bad. The fuel pressure should hold at least 25 to 30 PSI for along time. What brand name parts are you using?
