RECENTLY CHANGED FUEL PUMP ASSEMBLY. I CHECKED POWER WITH A BULB TESTER AND HAD FAIN LIGHT. INSTALLED PUMP, BUT FIRS PLUGGED IN AND IT RAN OUTSIDE OF TANK. PUT IT ALL TOGETHER AND NOTHING, CHECK POWER AT TANK WIRING HARNESS AND NO POWER. FUSE AND RELAYS ARE NEW. WHAT NOW?

first of all, you damaged the new pump by running it outside the vehicle. it needs fuel as a lubricant.
there are fuses for the relay and should be checked. they may have blown from overdraw from running it outside the tank.

Most pumps dont start pumping for a dead engine, untill the engine is cranked with the starter. Then the pump relay takes over after the engine starts and runs! Check for voltage at the pump while cranking eng.
