My car's fuel gage is always pegged either on Full or on Empty--there is no in-between. It sometimes swings from full to empty while driving, and then back to full. Is this an electrical issue, does the sender need replacing, and if it is the sender, does the fuel pump have to be replaced as well? car still starts and runs fine.

You should be able to replace the fuel level sensor in your 2003 Buick Rendezvous without replacing the complete fuel pump module. However, the fuel tank must be removed to do so. Depending on the mileage it may not be a bad idea to replace the fuel pump also, while the fuel tank is out. That is your decision.
