Question: Front License plate screws

Rookie

I was nstalling a new front license plate cover and needed to use longer screws. The screw went through a hose located directly behind the existing hole. What hose is it? It has to be a plastic or rubber hose as it left balck on the screw, it appears to be windshield washer fluid leaking out!

I hate to tell you this, but if it appears to be washer fluid it probably is. I can't think of another fluid in your car that even remotely might be blue in color, can you ?
