I replaced rotors in December and had the drums turned. I also had Discount Auto check to make sure tires were balanced. Anything else that could cause the problem? I was told last year that I needed to replaced the rack and pinion.

Question: Front end vibration when applying brakes at 55 or higher

If the vibration is in the front while applying the brakes, I would highly suspect the front brake rotors are warped. To take care of that, you will need to have the front brake rotors machined. I recommend in your situation having the rotors machined on the car.
You could, also have some looseness in the steering, that will accentuate the brake pulsation into the steering.
