WHAT CAUSES THE FRONT END AND STEERING WHEEL TO SHAKE SLIGHTLY WHEN TRAVELING BELOW 10 MPH.....

if your on the brakes when it shakes its warped rotors.

Slow speed steering wheel shake (without brakes applied, as the first answer already addressed...) is usually always due to a faulty tire that is out of round for some reason or a bent wheel.
