Question: fans inside car continue to runs and radio turns on when car if off -won't shut off

Fans in car keeps running and will not shut down. Also can turn radio on will car has been cut off. Will this kill the battery? What could the problem be and how to correct?
It seems that although the car has been turn off that it is not registering off for these functions. Estimate cost to repair? Thanks you.

    I don't know what the issue is without inspecting your vechicle first. Estimate cost also would is a factor on what the problem might be. For diagnosis of the your problem would be as low as $50.00 or as high as $100.00
