There are 2 fans, an engine cooling fan and one for the a/c condenser. Both have a relay that controls the fan, and the relays are controlled by a radiator fan control module. The module receives a signal from the engine temperature sensor and the engine control module. This is not a complex system, if the fan is sticking on a competent technician should be able to diagnose this in an hour or less. My feeling is you should take it to another shop, here is a list of other shops in your area: http://bit.ly/13ZNrh
    Good Luck!
