Car makes a grinding sound when braking - put on new front rotors and breaks at Pep Boys last week. This did not solve the problem. They thought it may be a tie rod - took car to Saturn service center - they said both front axels are cracked causing an issue when the ABS activates.

it's reasonable if it fixes the problem. If you have false ABS activation at slow speeds than you probably have a problem with the ABS tone ring which could be your axles and or wheel bearings. Does the grinding noise change when turning? If so, it sounds like you have a problem with your wheel bearings and not the axles.
