The EGR passages don't get plugged up so much on the Avalon as they do on Hondas. The vacuum modulator or vacuum electro-switiching valves fail intermittently even though they may test good when you actually test them. You would need test information and procedures to clean the system and get an over view of how things work. There is a company that independent auto repair shops "buy" their information from that offer a very reasonable service to do it yourselvers. You can get a one week subscription or year subscription very cheap.
