It sounds like it could be due to a faulty ignition switch. That's where i would start checking that it turns on and off correctly. If you can get to the connector, use a test light or meter to see that all functions work as designed. It's also possible that there's a sticking relay that's causing the problem, keeping some of the circuits powered up. Looking at the electrical diagram, I think it's possible that a sticking MAIN relay could cause this problem. When it's acting up, try tapping on the MAIN relay to see if it's stuck on.
You may need a Kia or Mitsubishi specialist to help you, or an auto electrical shop.
