The pump should prime/ run for a second when the ignition key is cycled, it should receive power on cranking and when the engine is running. It does not receive power all the time for safety. If the vehicle was in an accident or developed a fuel leak you would not want the fuel pump running.

I bought the car a month ago from a guy, and he said it sat for couple mths, it chugs when u accelerate, so i change the plugs and wires, coil pack, camshaft, throttle sensor, and fuel filter, it still chugs, but only for a few secs to mins then it just gets up and go's Now would that be a sign of a bad fuel pump?

Only a fuel pressure test will say for sure. Also - check the air intake - check the air tube for cracks and leaks. Check for a vacuum leak. Check for a PCV leak.
