engine problem on 1995 Mercury Tracer

would a bad fuel pump cause chuggin on acceleration, then after few mins the car gets back up to speed?

If you are receiving improper fuel pressure the answer is yes.

Are the fuel pumps hard to change in the mercury tracer?
