I know this is the secondary Air Injection System and I can't hear any leaks from a cracked vaccum hose and thought it could possibly be a relay switch but I can't locate the relays. Where would they be? Any other suggestions? I need to get the emissions done for new tags.

There is a company that independent auto repair shops get their information from, this same information is available inexpensively for people that work on their own cars.. The information is year make and model specific, covering repair procedures, torque specifications, fluid capacities and specifications, service bulletins, component locations, wiring diagrams ect.... Alldata is very easy to navigate http://bit.ly/AllData_Repair_Manuals_Online
Alldata have the correct test procedures and component locations to test the Air Injection system if like VW air injection the air pump was located down low under the bumper on some models and took in water, then blew the fuse for the motor.
