Question: Engine fails to start intermitantly

My engine fails to start intermitantly. When it happens, I have to wait aprox. 10 minutes and then it starts right up. Is this due to a safety sensor? I don't get it. Also, my fan will only work on high speed. Sometimes it will start working on a lower speed all by itself. I just had the brakes done and they told me I needed new front wheel bearings and that my tires could come off anytime now. There was just a little bit of play when they moved the tires. Thanks.
