Question: Electrical problem

 Rookie

When the headlights are turned on the instrument panel for the heat controls does not illuminate. I also only have cold air, which will only blow from the defroster. All speeds on the blower work fine. When the lights are off I have heat, but still only from the defroster. What could be the problem?
