electrical on 1999 Ford E-250

if i read 12volts between the negative cable and negative post does that mean i have a short in the system i was told it should be about 6volts

thats a bad short.even 6 volts is way to high it should be around 35 45 millivolts.

start pulling fuses and watch the guage,when it drops then you'll have an better idea where the short is.i would start with the cigarette lighter fuse,sometimes those sockets go bad and draw voltage.then the fuel pump relay would be my second choice.

Cruise ctl works sometimes. other times just doesn't activate. What's up with the "sometimes" ???
