2001 Chevrolet S10 Question: egr not working

usually the egr picks up carbon and the valve remains open causing a vaccuum leak that makes the idle very erratic.

I think Roy is correct. The valve might be open due to carbon deposit, ECM or wiring problem.
There is a new style gasket developed with a fine screen which would stop the bigger pieces of carbon deposits to enter the valve.
Faulty pintle position sensor could also keep the valve open.

Faulty pintle position sensor in the new EGR valve could keep the valve open.

Check for vacuum leaks? This egr should be electronic. I would also check fuel pressure as well. Do you have any check engines lights on? If so, what are the codes?
