Driver's side AC does not blow cold air. Passenger's side does on 2003 Toyota Highlander

We removed a mouse nest and replaced cabin air filter. The problem developed around that time

The mouse may have damaged the vent control door or module.

Not sure about toyota , but if it has 'dual zone' temp controls low refrigerant can cause that problem in some vehicles.Would be a strange coincidence. Did you find any mice high on R-134?
